From an administrative standpoint, the site named as: “Ichiji Hinan Basho” First refuge, the place is only “temporary, for refuge in case of emergencies and in the event of fire.” These stipulated sites, usually small open spaces, are intended to serve as a reference point for a group of local residents or even a place to wait. If the possibility of danger reaches the site of First refuge, everyone should go to another place of refuge, like a larger area “Kôuike Hinan Basho.” In reality there are places specifically designed for housing the displaced such as “Hinan Jou” (places like “Shuuyô hinan Basho” accommodated for shelter).

Even after the disaster (fire, wind or flood, tsunami, high tide among others), there is the possibility that places like “Ichiji Hinan Basho” First shelter for refuge or “Kôuike Hinan Basho” will be different.
